台北市長柯文哲強力打擊「五大案」後，首個推出的招商案－「中山設計產業園區」開發案，昨（15）日截止投件，結果沒有廠商投標，文化局宣布流標，將於近日討論後續處理方式。

北市府規劃明年至後年，相關局處要推出公辦都更和公有土地開發案，希望吸引廠商投資，但打擊「五大案」後的第一個招商案就流標；業者認為，恐對後續招商案造成影響。

據指出，柯文哲去年底上任後便指稱北市有五大弊案，並分別要求與五大案得標業者重新議約，甚至要求廠商多支付權利金或回饋金給市府，引發廠商高度疑慮，擔心未來投資北市土地開發案，即使簽約還是可能會被要求多支付權利金或回饋金，造成沒有廠商主動詢問市府規劃的土地開發案，迫使市府各局處延後所有土地招商案時程。
